California Nonprofit Security Grant (CSNSGP) 2026 Guide

Here's the state program most organizations don't know exists, the federal program on top of it, and what every California church and nonprofit should know before the next round opens.
In the 2025 California State Nonprofit Security Grant Program cycle, every single client we supported was awarded funding, 9 for 9. This was up against 1600+ application with only 347 recipients (21% success rate). We'd like to do the same for your organization. Here’s an overview of that breakdown:

California is one of the only states in the country that runs its own nonprofit security grant program in addition to the federal one. That means an eligible California church, Christian school, or nonprofit can pursue both at the same time, turning a single security project into doors, cameras, hardened windows, lighting, access control, and security personnel that protect the people you serve.
If your organization hasn't looked closely at these programs before, this is the year to pay attention. Here's why.
California Churches and Nonprofits Have a Rare "Both Grants" Opportunity
Most nonprofits know about the federal Nonprofit Security Grant Program (NSGP), which funds security upgrades at houses of worship and other at-risk nonprofits. Far fewer realize that California also runs its own state-level program, the California State Nonprofit Security Grant Program (CSNSGP), administered by the Governor's Office of Emergency Services (Cal OES), and that eligible California organizations can pursue BOTH at the same time.
That means a single California location could potentially qualify for:
Federal NSGP: up to $200,000 per campus, $600,000 per organization
California CSNSGP: up to $250,000 per location, $500,000 across two locations
California's state cap is actually higher than most states offer, and the program is likely putting $76 million toward protecting nonprofits and faith communities in its most recent cycle. For multi-location ministries and nonprofits, the stacked opportunity is significant.
What These Grants Typically Fund
If you've been thinking about a security upgrade but holding off because of cost, this is worth a careful look. CSNSGP and Federal NSGP can typically be used for:
Security cameras and video surveillance
Reinforced doors and windows, including protective window film
Access control systems
Emergency communications
Cybersecurity protection for your systems
Perimeter security, lighting, and fencing
Contracted security personnel
Active threat and de-escalation training
Who Qualifies in California
The state program is built for California 501(c)(3) nonprofits at higher risk of hate-based or violence-motivated crime, including houses of worship, faith-based schools, and community organizations. If your organization could be a target because of who you are or what you believe, you very likely qualify. We'll confirm in a quick call.
The Catch: California Deadlines Move Fast
Here's the part that catches most organizations off guard. The CSNSGP application window is expected to open soon and the Cal OES guidance is that organizations start working on preliminary steps now. Once it opens, you have a short runway to complete and submit everything.
That's tight when you consider what a strong application actually requires:
A documented vulnerability or risk assessment
Project scope and prioritized improvements
Vendor quotes and budget detail
Investment justifications and grant narratives
State registrations (including the Cal OES grant portal) and authorized signatures
On top of that, federal registrations like SAM.gov and your UEI can take weeks to process. Organizations that prepare months in advance consistently submit stronger applications and win larger awards. Those that wait for the official announcement before starting are almost always playing catch-up.

That success carries across state lines. In our most recent Illinois round, 80% of the church clients we supported received the full funding amount they requested, for most, at or near the state per-campus cap. Across six Illinois campuses we helped secure a combined $797,103 in state grant funding for doors, cameras, window film, lighting, access control, and security personnel.
